Originator Database.

Purpose of database

The purpose of the database is to maintain a register of Operators and their nominated Originators who are authorised to submit aeronautical information to the AIPNZ (Aeronautical Information Publication New Zealand) and/or NOTAM on behalf of their organisation.

Information will not be accepted for publication in the AIPNZ or by NOTAM;

from persons who are not included within this register, or

from organisations that have not verified that their data is correct within the immediately preceding 12 month period.

How does it work?

Persons with nominated responsibility for the operation of aerodromes or other aeronautical organisations are given "Operator" status in the system. This enables them to nominate other people (Originators), from within their organisation, to have responsibility for providing aeronautical information for publication in the AIPNZ or NOTAM.

The Operator manages the responsibilities of these "Originators" as well as ensuring that their details, and those of their organisation are kept up to date.

Originators can manage some of their personal details such as e mail address, telephone etc.

Operators are provided with a user name and password by AIM (The Aeronautical Information Management unit of Airways New Zealand).

Originators are provided by a user name and password when an operator registers them as originators. This information is provided by the system through an e mail to the originators e mail address.

Regular verification

AIM is required to regularly verify (at least once every 12 months) that the information in the database is correct.

The Operator is responsible for this verification.

To remove some of the administration associated with this, verification is built into the system. This works in two basic ways:

When an Operator makes and saves a change to any of their Originators, they are also verifying that all their originator details are current and correct.

The Operator can, at any time, verify that all their details are correct. (see "Verify your Organisation's details" in the help section when logged in).

The system will e mail a request to an Operator to "verify" their organisation's details - if this has not been done within an 11 month period. If verification is not made, two further e mail requests will be made at one month intervals, before AIM stops accepting information.

Other Features

The database allows registered users to search for details of Operators and Originators in other organisation.

As Aeronautical Information supplied by one organisation sometimes requires coordination with other organisations this provides a quick way of finding the contact details of responsible people in the other organisations.

Terminology

Owner

The legal owner of an aerodrome, or the CEO or nominated person in charge of an organisation, which is required to provide Aeronautical Information for publication in the AIPNZ or NOTAM.

The Owner and Operator can be the same person.

The Owner has no requirement to use the database and has no login.

Operator

An operator is normally the person responsible for the operation of an aerodrome.  It can also be the person, in any organisation, who has been nominated as being responsible for aeronautical information submissions.

The operator nominates originators - who are responsible for making change submissions.

The operator is also an Originator. (Unless specifically removed)

The operator is responsible for maintaining the organisation's entries in this database.

Originator

A person nominated by an Operator, who is authorised to make submissions for change to the AIPNZ or NOTAM.

The Originator can make changes to their personal details in the database
